That usually re-enables achievements.
Since Valve dose not disable this I don’t regard this as cheating.
Edit: and you still got to fight the bots.
Just tell me yes or no: If I click Training> Practice> (Gamemode)
Can I earn achievements in, say, practice Payload?
There is no less technical way.

When you do offline practice the engine must turn on cheats to use commands that are part of offline practice...
aka “sv_cheats 1” this disables achievements...
If you go to the keyboard control options there is an advanced button that can let you enable the dev-console, once it's enabled the “~” key will open it.
If you start an Offline practice mode once you have loaded the level hit the “~” key and type...
“sv_cheats 0; retry” without quotes...
This will let you rejoin your local game without cheats enabled, and should enable achievements.
And playing any maps that is not selectable in offline practice will not work because more steps are required for the Bots to function.
Any command that requires cheats to function will swap off by default with "sv_cheats 0" ; having bots is not regarded as cheat command so they will stay in the game.
