About the huo-long heater...
This weapon seems a tad underpowered and in need of a slight buff.

The 10% damage penalty isn't really that much and the ammo consumption has never made me run out of ammo, but the ring of fire seems a bit useless as it currently stands.

I'd recommend buffing the ring of fire's vertical range to about half the heavy's height and buffing its horizontal range to that of a control point (maybe a bit less).

Personally I'd make it so that you have a backstab-proof + melee-proof barrier around the heavy when reved up. So the fire extends vertically and the enemies can touch it, but they can't get close enough to backstab or melee

The HLH is just plain pointless to use. It eats more ammo than the others, the damage penalty and fire ring are arbitrary, and the crit gimmick makes it too niche to use independently.

I had the idea of just making it launch fireworks at the enemy so it'd be his first (and possibly only) projectile heavy weapon. Maybe throw in another gimmick where killing ignited enemies makes them explode into fireworks while we're at it, just for ♥♥♥♥♥'n'giggles.

Spies being forced to deal with the fire is more than enough. Making Heavy backstab proof while revved will make Spy useless even when Heavy is distracted during a fight.
