Honestly, the first 9 Hats are pretty Ugly, minus the Batter's Helm and Fedora. It's only because due to being the first hats their textures and models are pretty old and ugly.

There's no such thing as an "ugly hat", to be honest.

Every hat fits with some other cosmetic in one way or another. But, if I do have to pick one I would say Anger.
