TT: Can turn while charging. Less resistances.
SS: Crap, from my understanding of it, unless I'm wrong.
I think the Targe is the "least good" shield for Knighting, because you generally want to make it quick and get out of there after a kill, which the Targe doesn't promote. But it makes up for its downsides by buffing your resistances, which will help when fighting at melee range.
There might also be times when you wouldn't want to equip the Screen, like if you're running Half-Zatoichi and don't want to accidentally kill your target with the bash before you can melee them.
Plus after the recent buff, it has more resistance than the Tide Turner. So it is alot better than nothing.
Not to mention the tide Turner can only grant minicrits

Yah, I think if you are using shoes, the Splendid Screen is overall better than the Tide Turner.
