Scattergun and Widowmaker <3
As for Soldier, it depends. It can give him a great ranged option that doesn't come at the risk of dealing self-damage or failing to reach the target (since rockets are a projectile while the shotgun is hitscan weapon) it's also quite useful against enemy Pyros since you won't have to worry about them reflecting your rockets away or back at you. Plus, most of the Soldier's melee weapons are risky to use in combat or very situational. The shotgun can remedy that,. On the other hand, you'll be missing out on the Soldier's banners when you've got it equipped. Those will provide both the Soldier himself and nearby teammates with some temporary buffs when activated.
The Engi is a different case. On one hand you've got stuff like the Rescue Ranger which is better suited for utility, maintaing your buildings and all, while guns like the stock Shotty and the Widowmaker are better suited for combat. With a normal shotgun you can fend off enemies directly before they can take down your buildings, or defend yourself when your sentry isn't around to protect you. The Rescue Ranger however brought some pretty big changes to the Engi's meta. If you use it, you'll likely find it easier to defend your buildings from major threats than you normally can.
The Heavy is a special case. Fat Scouts aside, it can be useful for being able to attack your enemies while still maining normal mobility and the ability to jump. Your minigun might not be able to reach everywhere in certain situations. You will be missing out on sandviches, though. Those can keep you alive on your own or you can throw them to an injured teammate to save them, like a Medic. It's a pretty big loss for an overall situational gun for the Heavy.
All in all, I would say Pyro and Soldier are the two classes that make the best use out of the shotgun, and Engi follows them pretty closely. I wouldn't necessarily neglect the shotgun as a Heavy entirely, but it's not as reliable or useful on him as it is for the other three classes.
pyro is maybe the least of what you can get from shotgun classes i supose.
yeh maybe he has more Health than a engineer and runs just as fast. but he still can't make buildings, he has fire immunity that makes him the best counter for pyros that use fire
shotgun users can kill pyros if you have room to move backwards and the DM to pull great shots, so thats that.
and soldier is great when you combo your shotgun with your rocket launcher.
soldier is even better at being a uber patient if you aren't shotgun bound, beats window maker engineer i supose
and heavy would win at shotgun only 1v1s asuming no misses and maximum Health(but you have a minigun, use that and use shotgun only when you run out of ammo or if you are in a real hurry.
overall, soldier and engineer make the best use of the shotguns.
