Memes are funny, because they are a method to convey some concept, notion, or idea that is more complex into a condensed form. That is what a meme is, humor is the byproduct and vehicle of conveying said idea quickly & boldly, and why memes spread.
Why are bad memes bad? Usually it is because they convey s*** ideas that aren't witty nor have any complexity to begin with. Or, they aren't even actually a meme at all, they are just a visual/audio gag.
What underlying idea to be turned with wit is being conveyed, by a funny sfm face?

Possibly but probably not. Then "memers" just spam it out if they're playing engie at all. It becomes meaningless. No humor, nothing clever is there.
Other "tf2 memes?" Just some meme format and slapping a tf2 character onto it. There is no twist, no subtle impish statement being made, no underlying wit.
The maker is merely trying just to be funny.
