While this is necro, this information given in quote is false. Hammer can be found at STEAM\SteamApps\common\Team Fortress 2\bin under hammer.exe (i suggest run hammer.bat).

Old Source SDK is no longer working properly and is deprecated. Hammer ships with the game these days.
