I am aware of how map structures would have to be reconsidered with this item, but people shouldn't even worry about it if the runner item is balanced well so that it doesn't affect the game too much.

It is.Pretty fun to race to the end to see who can get the best time.
I just came up with this weird and unprecedented idea, that what if Scouts wearing these Runner Shoes could actually [Kick] opponents...?
I mean... they are agile as heck, right? This should somehow take care of that problem you suggested.
Any extra ideas?
And if you want it, play Parkour Fortress 2.
Like others mentioned above, it is recongnised that Scouts without Primary would be way weaker, but what if the Runner Shoes strengthened the bats? Like 20~25% damage (or speed) increase to all Tertiary weapons (I mean bats) could possibly help players to use ambush tactics with their stronger bats.
In addition, I mentioned how Kicking could be added to the Runner Shoes to resolve the problem.
