It would be interesting if there was a site to make available all backups to download, so I could download it at university and install them at home.

The site could use Steam WebAPI to synchronize the Steam account and only allow downloading games I have.

I'm pretty sure it's illegal to upload paid content onto a file-sharing site. The only way to do it is to download it from Steam. It's legal, and you won't get 13 viruses in the process.
The only place that lets me download humongous data is my office. But my office block steam, so I can't install steam.
Because it was, for the most part, a very niche problem that 99% of users would never encounter and of that 1% that do, most could just deal with it instead of resorting to probably illegal methods of slightly speeding things up (if at all).
Your case seems to be one of the few legitimate issues with it, but everything that could be suggested other than downloading it bit-by-bit at your home would either be straight-up illegal or able to get your fired from your work.
You can, for the record, download it on linux anyway with https://github.com/dotfloat/steam-appmanifest (along with 20 other ways) and then just transfer it over like you were planning on doing anyway.
idk why you jumped ahead to "I need backups, shame on valve for not supporting it" when your issue has already been solved if you googled for that instead.
