there is no region selection in tf2, because valve...
In a blogpost, Valve did mention that they want to make it easier for you to find servers in your region. The question is just if the current automatic detection system will just be improved or if that means that we can choose a region. So we don't know if you will be able to join North America servers in Casual/Competitive at some point.
As of now though, there's no way to do it without a signifficantly slower internet.
This console variable is queried by the server browser to determine what part of the world the server is in.
This cvar might be deprecated, it has been removed from the HLDS (but still exists in SRCDS) and the Steam server browser doesn't have an option to select a region any more. (Though the in-game server browser might still have this option.)

oh, and also, matchmaking applies too (for me)
as in, it stops you from entering Korean servers, but it doesn't stop you from entering Chile ones
