Grab them from there, plonk them in custom.
Yeah, just gonna do a test to see if it works. I've never tried extracting game materials before myself.
If it works, will upload somewhere with instructions.
EDIT: If you have Windows 10 GCFScape apparently won't work. Finding a fix now.

Drop the rocket_reload.wav file into your tf2\custom\CustomRocketLauncherReload\sound\weapons\ folder.
Make that folder if it doesn't exist.
The absolute path should look something like:
Downside is it replaces stock rocket launcher's reload sound effect too, because that's what the game's calling.
Also won't work on servers that blacklist custom sounds via various SV_Pure settings obv.
Don't need any metal for recompense; although feel free to name / describe the Original in my honour - thereby spreading my glory to the scrubs you stomp.
If it's fine on private servers, that means it should be working. I seem to recall casual uses SV_Pure to block mods; but that should simply ignore it and use default rocket launcher sound effect, not introduce problems?
Just checked it, on Casual it's using a default reload sound because of the SV_Pure settings - it might be my imagination but it does sound different to the stock reload? Not getting static or anything though.
Also when i have the sound in my custom folder,when i play casual the reload sounds for stock and original sound like something broken.
Yep, SV_Pure will block that.
Can only suggest making a thread on Reddit / using the in-game bug reporter to raise the issue with the team.
Ideally, they'd actually associate the Original with the correct file, rather than people having to replace stock Launcher's effects.
And I'm fine, I don't need any items.

Yeah, no idea why that's happening. SV_Pure should be enforcing defaults, not broken stuff.
Maybe revalidating the cache could help if it's looking somewhere odd for the defaults, and finding a corrupted version of the file?
If something weird is going on under the hood, perhaps making a VPK could help, but this isn't really something I've got experience in.
