You can get them by drops if you are lucky enough.
Or by completing merasmissions (contracts), but since contracts are not working you are out of luck.

They drop when you complete Merasmissions.
Since Merasmissions are currently borked and everyone at Valve has ♥♥♥♥♥♥ off home for the weekend, you'll have to try tomorrow when they fix it.
