Use the Stock Shotgun or Reserve Shooter if you like to knock people around.
I personally only ever use the Panic Attack because it looks cool, but if I want to make people disappear, I use the Stock Shotgun.
The real benefit of the Panic Attack for Pyro isn't the spread, but the 50% faster swap speed and the 50% more bullets per shot, which nets about a 20% damage bonus if all pellets hit.
The fast swap speed combined with Jungle Inferno flame mechanics allows Pyro to deal both fire damage and shotgun damage simultaneously at no cost to shotgun firing rate. This can enable Pyros to do upwards of 250 DPS, the only other classes that can achieve such damage are Soldier running a Rocket Launcher + Panic Attack and Heavy with his minigun.
You can still somewhat combine flame damage with reserve shooter or even stock shotgun but not nearly as effectively as with the Panic Attack. Their lower damage up close and longer swap speed hinder the damage output quite noticeably.
As you can see above, the Panic Attack offers very high damage output, but you have to be very close to make use of it, as Panic Attack has a wider base spread than most shotguns.
I personally think the Shotgun is the more versatile choice for a variety of maps, but I think on some tight maps the Panic Attack can absolutely dominate close quarters encounters even with the strongest combat classes.
Overall, I would pick Shotgun, but Panic Attack is a strong alternative in tight maps.
