And use either windowed or fullscreen, not both.
And are you using a custom cfg or launch profile? it could be a forced screen resolution from the amd/nvidia control panel.
If it persists look at the custom cfg or the nvidia control panel.
Try replacing -dxlevel 81 with +mat_dxlevel 81, unless your cfg needs -dxlevel to work.
I would be repeating myself here. Like a profile in the nvidia control panel forcing image scaling or aspect ratio.
