how do i fix this?

you need to become a premium tf2 player to use voice chat/chat/voice commands.

to become a premium player you need to buy something from in-game mannco store. it can be in game or through tf wiki. it cant be a cosmetic case/war paint case or a crate.
it can be a key(to trade)
a weapon(dont really recommend its the same price as mvm ticket or map stamp)
a map stamp(to support map makers and the world traveler hat)
a cosmetic(dont they are too expensive)
a tour of duty ticket (for MvM or trading).

you can buy it through from ingame store or tf wiki.
buying from tf wiki will give you an extra hat called "mannco online cap" and it will make you also premium.

when you checkout be sure that there is "mannco cap" it is a proof that you are a premium player. if there is no mannco cap then it might be a scam link or you choosed a wrong item.

after you become premium you need to wait for a week to activate the chat feature.

You can buy steam gift card for $10 at (mostly) any grocery stores in your area and then you can become premium if you spend atleast $5 in the mann.co store.

It doesn’t have to be $5 to get premium in tf2

Buy 2 keys from the mannco store (in-gane), then use scrap.tf to buy 1 of every weapon and a few craft hats

Then you'll be able to chat, have access to the entire TF2 arsenal, and won't get picked on for having no hats

This costs a little over 5$, and maximizes the value you get for becoming premium
