Cannot play the game because Cloud Sync failing
I'm having this problem just today and I cannot play the game because of it. I played the game yesterday just fine. Is there anyone having this issue today? Is there a way to fix this?

Disable it once by right-clicking on the game in your library then selecting properties. Deselect Sync with cloud then relaunch the game. Feel free to turn cloud sync back on via in-game options.

Even if I disable it and launch the game, I wouldn't be able to play in casual servers and cannot access my items. If I turn it on via in-game options and relaunching the game, I will still get the cloud sync error.

And it seems I cannot play my other steam games because of cloud sync not working.

I'm assuming you've done the basics at this point like fully restarting your PC and relaunching Steam, correct? I can offer more once I know you've done that. Don't want you chasing dragons if the solution is this simple.

I've already restart Steam multiple times, restarting the PC and even the internet modem. That's all at to this point.

I was able to fix it myself by disabling cloud sync, launching TF2, then re-enabling it via Steam after closing TF2 again instead of trying to enable or disable it via in-game options in TF2. You will get a loadout warning, just ignore it and continue to close TF2. You might have to restart Steam again after re-enabling Cloud Sync. It seems like Steam itself is more responsible for handling whatever file is being modified to flag the need for a cloud sync to occur.

I looked into my downloads and tried to force download some of the items in the scheduled queue and Steam could not download anything. I even tried to clear download cache and steam relaunch itself to reflect the change.

After that,I tried launching TF2 and get a "no internet connection" error despite I do. then saw a TF2 update in the download queue. I tried to force download it, but steam stubbornly wont download it. I tried changing download regions, still the same.

I'm assuming every other application on your PC has internet access so this should do the trick. If it doesn't just reinstall TF2, you'll re-download your configs from Cloud Sync once the game finishes installation.

It's not about TF2 having the problem at this point, It's something to do with Steam itself not detecting the internet connection and couldn't download anything I tell it to - from games to updates in downloads queue.

Verifying game's file integrity also didn't work because Steam is trying to download something, but couldn't.

When you restart the Steam Client after deleting a queued download, does Steam reflect that on restart, or is the download still there?

Clearing download cache is not deleting items in queue, just the cache. So the download items are still there. Anyways, I just had lunch and when I got back my items in downloads were now completed somehow. I tried to launch TF2 again, but still getting the cloud sync error pop up.

Then I tried again disabling the cloud-sync with the method you gave and run the game, I can access casual mode and my access to items now.

The cloud sync issue is still present when I launch the game every time despite re-enabling it in steam and the game couldn't find a server when I queued for casual mode.
