Game Debate says I can run TF2 at high settings, yet I get 15 FPS on the lowest?!

Recently I've been looking into my PC. I don't know what's happening with it. It used to be able to run games at max settings, team fortress 2 was not a problem. So now over the past few years it got slow and I do not know why. So I got onto game debate and put up my PC specs. It said I can run TF2 at high settings without a problem. But in general, it said I could run games up to 2014, past that point, only some. Can someone explain this to me? I've formatted it a couple times too.

AMD-A8-6410 APU with AMD Radeon-R5 Graphics 2.00 GHz
8GB Ram, (6.96 GB Usable) (that's ever since I upgraded to windows 10 from windows 8.1)
64 Bit Operating System, x64 based processor

Some Possible Reasons are:
- Malware takes up system resources
- Anti Virus Software want's to control everything and slows it down by doing so (maybe since an update)
- C: Drive is too full (you should have at least a few GB's of free space there; this is a windows problem)
- Lot's of programs running in background taking up resources
- Overheating PC components due to dusted fans
- Disk to fragmented and application takes to long to load resources in to the Memory (does not apply to SSD's; please don't try to defragment an SSD it won't work, and even if it would you would win nothing)

Yet I can run tf2 100 fps on a intel hd 4600.
