How do I "blacklist" players?

You can block them. Next to the add friend button is a more button, click on it and press block all cummunications or if it is tf2 specific, you can set people can freely join, people need to sent a invite or "no".

It's not possible if a player you don't like ends up on the server you are on you have to deal with them

Or leave, leaving is a completely viable option

You can block them and vote "horrible" if the games asks you to rate your match, but you can't outright blacklist someone unless you own a server or something.

You can't stop matching with a player in casual or cometitive with a block. Not how the Source MP branch works.

That will keep them from commenting on your profile and friending you, but they can still get into games with you.

Back when Valves competitive was in beta and still played I would block cheaters, really bad players refusing to take advice or adjust their play style as well as trolls. And that prevented me from getting in a match with them.

I’m not sure if that works on casual or even works at all anymore but it’s worth a shot
