Some animations are old and use an out-dated file system that makes it near impossible to get them to work on Casual servers. The animations that do work on Casual servers only work if you "pre-load" the animations (usually the newest ones). Other animations don't work because JI broke them, and the creators haven't bothered to fix them ;-;
How do you pre-load? Easy! Launch a local server and then start queuing for Casual. Ta-da! Your custom animations work! That, or put "map_background itemtest" into your autoexec file, which will cause Tf2 to load the map "itemtest" as your menu background instead of the regular, 2d images. This lets you "pre-load" assets without having to start a local server. You could also just put "map_background itemtest" into the console when you first start the game, but putting it in the autoexec is just better.

A file that you either A.) need to make in the cfg folder in the tf2 directory or B.) already have and have nothing in it.
The autoexec file makes tf2 execute console commands on launch. This is what lets you get even further control of graphical settings, internet settings, and so on.

To launch a local server, go to the "find a game" tab, and then go to the "Create A Server" tab. Once you hit that, a new menu pops up letting you pick the map, the time to play on the map, how many rounds to win, etc. And you can start that server, and ta-da, you have started a local server.
Or, enable the developer console, press the ` key, and type in map <mapname> (do not include <> and look up the names of the maps). And, once again, that lets you start a local server.
Or, create an autoexec.cfg in the cfg folder of your Tf2 directory, and put inside it "map_background itemtest" without quotes. Then, the next time you launch tf2, the map "itemtest" will load as your main menu background instead of the regular 2D images. This lets you "pre-load" custom assets and bypass Casual's restrictions for things like custom animations.
I have downloaded and installed some cool reanimations of weapons but they only work in community servers and offline
