In Quake there are some high level pro players who use mouse acceleration, but I don't think anyone in TF2 does.
It's an easy switch with no practical downside so there's no reason to leave it off as far as I know. You might think your aim is better with it off, but the fact is raw input is a 'truer' setting regardless
you can google up povohat's mouse accel driver to get it as a generic input and experience the magic (or hate it, either way)
I would rather have faster, over-flicking sensitivity in a fight than slowed down "consistent" sensitivity that hits nothing and aims nowhere for me.
EDIT: I also disabled mouse acceleration due to the fact well, it's just only useful if your mouse and Windows settings are somehow really low.
