Can TF2 Run good with my specs?
Specs: Intel i3-8145U 2.30ghz
Intel UHD Graphics 620 (128 vram)
12 Gigs Of Ram
1TB SSD

That GPU is a bit weak, but your CPU is on the sweet spot where it would be almost completely useless, if you had it even weaker.
Yes, you can play TF2, but I'd advice you to take your time and tune down most of the parameters, and enable TF2 configs for multithreading, because otherwise TF2 would unbearably lag. Those 4 threads kinda saving your life there. There might be a possible issue with threads, though, so I also advice you to try playing TF2 with hyperthreading completely off through BIOS. If there is no performance degradation with hyperthreading on - you might leave it on.

TF2 actually runs better on older hardware so why not.
May want to use this in launch options tho: +mat_dxlevel 90 (where 90 is directx version, can try 70, 80, 81, 95)

I already tried the other dxlevels, 90 is great for me :)
