Open the context menu for TF2 from your steam library, then go to Properties. You're going to want to set custom launch options again, so listen carefully.

To change the resolution that the game runs in, enter the following:

-windowed -w Screen-Width -h Screen-height

Example

-windowed -w 1920 -h 1080

(Assuming you're running Windows 10,) If you’re not sure what your screen resolution is, you can check from the Settings app. Open the Settings app and go to the System group of settings. Select Display and look at the value under ‘Display Resolution’. The first value is the ‘width’ and the second is the ‘height’.

The command given above will run the game in windowed mode. If you don’t want the app to run in windowed mode, you can skip the -windowed part.

Side note: This will work for other games too and there are other commands you can enter in the launch options. You can also use it to run a game with a specific version of DirectX for example, you can use -dxlevel 90 if you want to run a game with DirectX v9.0. The difference between this command and the resolution one is that some games may not be able to run with the version of DirectX that you enter in which case, the game will fail to launch. Before using a command-line switch like this on a game, make sure that the game itself is compatible with it.

As for why Team Fortress 2 runs with the incorrect resolution, it’s hard to say. You can check the game’s settings and see if you’ve set the correct resolution in the game itself. Go to the game’s settings and select the Video tab. There’s a dedicated dropdown for the resolution. Pick the ‘Native’ option which will match your screen’s current resolution.

This is anecdotal but, after using the launch option to run the game, it began to run in the correct resolution even after I removed the modified launch option.

Probably a resolution issue. If you had a custom hud or any launch options that affected the video settings before resetting your computer, then try loading up tf2 without any addons, then load up with whatever you're launching with.

If you've always used the default look of the tf2 hud, then a reinstall or game integrity verification might do the trick. If all else fails, you might as well pick up a custom hud that has different chat scaling.

I had a custom hud- ZeestrousHud and i had the launch settings -windowed -noborder
before reseting my computer- i tried removing all addons to my game- hud- mods- sounds- and launch tf2 from their- nothing changed- i messed with res but while it did make chat more readable- it made tf2 a small window- which i don't want either-
i just want me old look with text and shiz, surely that is possible since it was like that before

I had a similar issue when switching drives. I had -noborder and -windowed in my launch settings prior to switching drives. When I first launched tf2, it had large black bars around the window and was significantly smaller than what it was originally at (1920x1080.) What fixed it for me was launching the game when it had a ♥♥♥♥♥♥ resolution and text chat scaling, then changing the resolution in-game, then changing it back to what I originally wanted it to be at.

Like will mentioned, you're able to control the menu scaling from within the console. (I'm pretty sure lol)
