Report a translation problem
Press on "properties" and then click on "local files", where you should see a "browse..." button.
This will open your steam's TF2 directory.
Open the "tf" folder in there, and make sure that there is a folder (create it if it's not there) called 「custom」 (written exactly like that, without the quotation marks).
Now, put any mod's folder/vpk file inside the custom folder and you are good to go.
In case this doesn't work, either you put the wrong folder inside your custom folder, or the mod is outdated/unusable in modern TF2 versions.
Also keep in mind casual doesn't allow certain mods to work, but those are specific sounds or model replacements, usually.
