Why does the community vote for ugly hats?

Why does the community vote for ugly stupid and unreasonable hats? And especially, why they make them?
With every new case, the game's artstyle is way worse. And nobody wants to buy these ugly hats. Like, somebody want to wear this two punch man, yule hog or sir pumpkinston? Havent seen one yet in game. What a disappointment it must be to knock this garbage out of the case?
Now the situation when the rarest hat/misc in the case is cheaper than the most usual one will be commonplace.

Most likely hat creators artificially inflating votes by begging friends to upvote etc. or even votebotting.

Some people says Max's Severed Head is ugly. I doubt. It is one of the coolest hat in the game thats why it is above in price than many unusuals. Also you wont see that much in casual play due to the little existing amount of them.

It's not that good, it doesn't work well with other cosmetic combinations. I couldn't care less about it being more expensive/scarce compared to other items.
