You can simply rent one for free from the Mann Co. Store for a week and then keep renting it again once the test run is over. Otherwise, it's obtained in the same way as any other non-achievement item, so if you're F2P, you'd either have to rely on luck to get it, or save up on metal and hope you're lucky enough to get whatever the weapon required to craft the RR is.

Random drop or crafting. You need either class token, slot token and scrap metal with 20% or for 100% chance 3x Eureka effect and reclaimed metal. I'd say best way for you to obtain it permanently is random drop, given how much metal and items making it consumes. Until then just do the renting thing smugleaf suggested.
