All of this bodes poorly for TF2. It's an old game, with nightmarish spaghetti code. It's not easy to work on, and many (most) of the devs who worked on it during its peak are long gone. The few developers left face a difficult challenge working on it, especially within the culture of Valve, Inc. There are a lot of warning signs of TF2 being nearly impossible to modify at this point. Some examples I've noticed:
First and foremost, the Crate Depression. An attempt at fixing MvM loot drops that have been bugged for years lead to a 100% unbox rate of unusuals from certain crates.
The removal of non-hat equip region unusua "miscs" from the drop pool right before Halloween 2016. This was due to a bug Valve could not patch that resulted in things like unusual Heavy vests and Soldier boots.
Second step: Shoot them with the gun
Final step: Do the CONGA
Pretty much all the weapon animations have been downgraded since release.
