Captain Crunch has already said the commands, but if you want the commands to be more specific (how to add the bots and make them be that class), here they are (also, I'm assuming you'll be a spectator while the game is going on):
The 1st command makes it so the bots don't change class in spawn.
The 2nd command makes it so the bots keep their current classes, even after dying.
The 3rd command makes it so bots don't taunt after killing (after all, this is a huge fight, 12v12, if any of the bots just taunt they'll just die instantly, so this command prevents them from taunting).
The 4th command sets the difficulty of the bots to expert.
The 5th and 6th commands add 12 bots to RED and BLU. RED gets 12 scouts, BLU gets 12 spies.
The 7th and 8th commands disable auto-balance.
