Be aware of sniper sightlines and where they're aiming, check the scoreboard and see if they're dead or not. Don't challenge sniper sightlines, or if that's not an option pop before you peek your head out.
Sniper has been countering meds now for 13 years and the game's still playable, you gotta learn to adapt.
Now, it's holding a charge indefinitely that's the problem since you can just hold onto those 150-450 shots for however long you want.

Dirty Bomb tried nerfing bodyshots, and it was a mess. "The community" was upset that two of the game's sniper mercs (Vassili and Aimee) had sniper rifles powerful enough to not-quite one shot the weakest classes in the game with bodyshots. It allowed them to pick off wounded players from across the map without headshots. Or it would scare people into taking cover. Under rare circumstances, Aimee could use her +25% damage tool to one-shot some enemy medics and one of the engineers (Proxy). But it was uncommon.
The debate went like this:
Community: NERF BODY SHOTS NO SKILL
Rational people: Teams with snipers that bodyshot tend to lose matches more than if the snipers headshot or if they just play some other merc.
Community: NERF BODY SHOTS TOO EZ
Rational people: but . . . body shotting makes your team lose . . .
Community: REEEEEEEEEEEEEEEEEEE
So they started changing headshot multipliers for various long-range weapons and it was a God-awful mess. Later, the game went tits-up for numerous reasons. Doesn't really matter anymore.
TF2 isn't so different. If your team has body shotting Snipers, odds are good that said Sniper is not carrying his weight unless he's using the Sydney Sleeper (and it still does more damage with headshots, in addition to refilling Jarate). If a Sniper is picking you off with body shots, it means you spent too much time in a sightline AND nobody on your team is harassing the obvious Sniper who is treating your team like it's a shooting gallery.
Snipers that charge up their shots are sitting ducks, that doesn't need any nerfing. Move around more
