Well, for once, you shouldn't install two complete antiviruses as they'll conflict.
Uninstall one of them and see if this persists.
Close any other applications like web browsers, music players, chat clients.
Also check when was the last time you upgraded or cleaned fan processor, processor, disk, gpu or ram sticks, it may be that some components have not been cleaned or are dying.
If none of that works install GNU/Linux.
You have to check inside the computer case for the fan. Search with google for "cleaning a CPU fan".
To check disk health you need something like:

Try and run tf2 in a ssd, and not a hdd
Solid state drive, basically a hard drive that's smaller but much faster
People have reported that running tf2 on old / slow HDDs causes a lot of issues, ie lagging and crashing a lot and also sound looping as well, and running it with a ssd fixes them
