It's mainly due to that you could have a jittery aim when scoping in if you have a high sens. Lower sens prevents this as your can smooth your turning when scoped in.
If you want to be able to turn quickly though, I'd suggest getting a wider and higher mouse pad for more space.
It has two buttons under the scroll wheel, that allow me to adjust mouse sensitivity on the fly.
I've been meaning to adjust level 2/3 (it has four) for main play, leaving max for quick looking and such.
Having the ability to drop my look speed to "Sniper zoom levels" and back to normal view is a little jaring... until you get used to it. Now I can make accurate shots and still be able to melee fight and hit shots unscoped even against wide-strafing targets.
Sniper is for edgy kids, and you aren't one.

keybinds ingame are enough to change sensitivity as needed, but you shouldn't be doing that anyways
if your sensitivity is low enough that you're running out of mouse space, get a bigger mousepad
zoom_sensitivity_ratio if you need lower sens while scoped
