It began when 2fort was pretty much endless since no one caps. And people enjoy the game when nothing is capped.

'people don't cap on ctf/plr' etc was originally a joke about how badly the maps stalemate, and how it was impossible to finish a game when people were actually playing
the joke got repeated and regurgitated until it lost the original meaning, and now people say 'people don't cap on 2fort/hightower' without a shred of irony
due to second/third wave tf2 youtubers popularizing the concept of glorified idling in pubs, it's much easier to cap on these maps when there's a bunch of people mashing g in a corner somewhere, so the old people-playing-the-objective thing that blocked out caps isn't there to prevent them, and the idlers then take it upon themselves to try and kick people to prevent a round end
the round end thing itsself is a carryover from old valve servers where round end typically meant a map change, with the current map being unavailable to vote for
overall, it's a bunch of morons memeing around concepts that formed long before they started playing for no reason other than 'other people do this, i'm going to do it too'
I wouldn’t have to abuse this if they wouldn’t abuse the vote kick system in the first place. So in these situations it’s fair game.
