Advanced video settings wont let me change the quality
whenever im in advanced video settings i try to click on the texture quality and it will highlight orange and wont show the options

I tried using arrow keys to change the problem but it wont save the desired settings any help would be appreicated

This is a really late reply BUT, since I also had this issue I also looked up threads like this (that didn't help much not gon lie) so hopefully this might help the next person who has this issue. Anyways.

What fixed it for me was going into NVIDIA GeForce Experience => Home => Team Fortress 2 => Details. Then pressing the REVERT button.

What that did was Revert all of the stupid graphic "optimizations" that GeForce Experience did that also locked the graphics options for some big brain reason that prohibited you from changing any of the settings.

I use the arrows to select an option and then i hit ENTER, that ways it save the changes for me

Either in autoexec.cfg or in config.cfg.i think, but surely not launch options.
Ok so I noticed that my widescreen was set to native so I changed it to a slightly lower value and then tf2 let me modify the texture models. Don't ask me how that worked but yeah maybe try switching to a lower widescreen option instead of going with the native default option.
