Don't know. That's why I'm so pissed about it
Second, there are two RaysHUDs. The original one by Ray, which is very outdated, and the current one by CriticalFlaw, which is doing well.
Third, make sure when you are dragging the files, you are dragging "rayshud-master", the main folder, and NOT the content in it. Otherwise, you will have a messy HUD. Huds.tf says you always drag the folder that has the materials and resources folders, but NOT the folders itself.
Hope this helps.
Do remember that there are currently two RaysHUDs as I mentioned, with CriticalFlaw's being the most recent and reliable. Open the folder, copy+paste/drag the "rayshud-master" folder to your custom TF folder. It should work.
If not, go to the RaysHUD Steam group for more help.
Any zipped files can be opened on said Windows 10, but .rar requires you to have WinZIP. (or WinRAR, however you call it)
