Why is Dead Presidents such a low tier effect?

(Take my opinion with a grain of salt, as I have never traded for an unusual nor have I ever owned one. Unless you count unusual haunted scrap metal.)

I know about the low tier unusual effects like nuts and bolts and massed flies, which look very bad and low quality, but I don't understand why Dead Presidents is so low tier and considered "bad". Even the dead presidents brotherhood of arms is only 55 - 65 keys. Someone mind explaining it? I think it looks kinda cool, and would probably help make for a fancy spy loadout.

I didn't think it was awful, I kinda just thought it was so common that it lowered in price.

When compared with other low tier effects like Kill-a-Watt it becomes clear why it's cheaper in most cases. It's simply not as noticeable.

because there is an overabundance of dead president unusuals, not noticeable, and its a 2012 effect, tbh its an ok looking effect though I prefer aces high

I guess it's good it's not flashy, doesn't attract much attention.

But in my opinion nuts and bolts forsome of Engie hats is cool, like for Hotrod od Engineer's Cap. Flashy unusual is a big sign "shoot here". Even when you wear hats enemies will focus on you more than one the rest of the team.
