How to obtain Shooting star Sniper?

Maybe i fail at google, but i cant for the life of me figure out the method to obtain this weapon, is it jsut a random drop? Id love to have one but im stuck on that 30 day wait so i cant buy one from community

By 'community' do you mean just the community market or trading as well?

I meant community market, I figure since i have nothing of substance to trade buying was the only option i knew of, and i didnt want to beg in game so yea.
