TF2 Birthday mode August 23?
Birthday mode, also sometimes called party mode, is a server mode that enables various "silly gibs" to be used alongside the normal gibs. Until 2013, it was activated on August 24, the release date of the original Team Fortress in 1996. In 2013, it was activated on August 27 until 2015, where it was activated on August 23. It can manually be enabled on servers by using the setting tf_birthday 1 in the server.cfg file. https://wiki.teamfortress.com/wiki/Birthday_mode

No We have just been Celebrating TF2s Second bitrhday for 8 years now. You know kinda like Ash where in a episode its his birthday but yet he's still 10.

The TF Birthday Noise Maker was introduced with the August 23, 2011 Patch and is awarded to all players who play during Team Fortress' birthday celebration, from the 15th anniversary onwards, along with the Party Hat. Like the Winter Holiday Noise Maker, it has unlimited uses but cannot be used outside of the Team Fortress birthday event, though servers that have Birthday mode enabled can bypass this restriction. The icon on its button resembles the cake icon from Portal, albeit with its cherry removed.

The Party Hat is a cosmetic item for all classes. It is a team-colored conical hat with darker colored swirls, held together by staples in the back. It is similar to the one previously attached to players in birthday mode, this one being larger in size.

The Party Hat is given to all users who play Team Fortress 2 during birthday celebrations for Team Fortress on August 23rd.

Just for clarification, TF2's birthday is October 10th, not August 23rd.
