they would never do that, also steam authenticator is a thing in csgo, and cheaters are still there.
Valve forcing players to use authenticator would reduce the playerbase and their income, which is stupid, also many people would dislike that change.
If you dislike F2Ps, unistall the game.
If you encounter a hacker, try to votekick him or simply leave the match.
1. Hackers will bypass that (yes it could get us rid of bots, but hackers would still be a thing)
2. Same as 1, take a look at csgo.
3. Or just get a phone and don't get trade hold anymore?
TL:DR : It would be a pretty stupid move for Valve, the game is as good as it is, they don't need to make it worse. That change would be a downgrade of TF2.

My authenticator confirmations are glitches up so I can't trade and it’s still not fixed.

- I know hijackers exist, but it is extremely rare to find one in the first place, with or without mobile authenticator. Mobile authenticator is in almost every Steam user's account, so it would already be a problem according to you.
- Your account determines how people percieve you. You have a stock profile pic, a private account, and a random name. In servers, this is the typical cheater format. Even if you are not, people will still assume you are a cheater yourself.
- First thing I see you say is "narrow-minded ♥♥♥♥" with no particular reason, except my "narrow minded" opinions. No one starts off a post with insulting someone like that, unless they are pissed off at something. If you are pissed about an opinion on the internet, you have a problem.
So let me get this:

Here's the issue: people on steam barely know each others, its a huge sea of strangers from all over the places. how someone will target you again?
And people who steal phones are doing it for the phone's price itself, not for your worthless steam account.
Besides if your phone got stolen, you can lock your account by contacting steam support since you the username/password/recovery code.
