In your case you have two things working against you. 1. Your Steam account level is 0, meaning you have a limited account. 2. You more than likely don't have TF2 Premium on your Steam account.

The update did two things: Anyone with a Steam account level below 2 and lacking TF2 Premium can't chat. Raise your Steam account level. There are guides to doing that. If you know how to use Google, you can find out what you need to do.

You don't need email for it. Just look at the top of the Steam client window. See where it says "help"? Click on that, Steam Support is the first choice in the drop down menu.
