I see where you're coming from, especially if no one helps you when hes shooting you
It's way too risky and if you want to do mini crit damage as Scout, use the Back Scatter if you're competent or just get near a Soldier using the Buff Banner. Way too risky, but it can useful if the enemy team isnt paying attention. Its only good in MVM and its not really a part of the meta.

as an actual melee weapon good god it's pathetic, as a tool it's pretty alright, no matter which end you're on (using or being attack by it) then it's a mild pain in the ass.
and its also risky to run behind someone and hit them unless they don't turn around & let you kill their Medic or Pyro

The point of the weapon is to make one specific enemy far more vulnerable to damage in the enemy team, allowing your team to focus him down easier (kinda like Zenyatta's Discord Orb in Overwatch).
But there's two things holding this weapon back:
1: You need to get in melee range for this weapon to work.
The mark-for-death only applies itself when you melee an enemy. And at that range, it'd be much better for you to just switch to your scattergun and two-shot that enemy. Using the fan in that scenario just gives you away.
2: The benefit it brings is very small.
In casual matches, a single player difference isn't enough to tip the balance of the match. As long as the disadvantaged team has a couple of good players and good team coordination, they can win. Focusing down a single enemy beforehand wouldn't help that much (unless it's a high value target, like a Medic or a Heavy). And even if it did help, the amount of reward it gives you is miniscule. In the competitive scene, the enemy will be skilled enough to turn around immediately and shoot you in your face once you mark them for death. Assuming optimal conditions, you're just trading lives. You still don't bring that much of a benefit unless, again, you killed a high value target, like a Demoman or a Medic. And, as I mentioned in the first point, at melee range it'll be much better to just use your gun to two-shot your enemy.
The reason why Zenyatta's Discord Orb works and Scout's Fan of War doesn't is because:
1: Discord Orb can be applied over a long distance. Scout needs to get in melee range to apply the effect.
2: Focusing down a single enemy player benefits your team far greater in Overwatch. Focusing down a single enemy player doesn't help your team that much in TF2.
