Oldmam showed you a quick way to make a lan game but to make a real server it's going to be some more work.
1. Go here https://developer.valvesoftware.com/wiki/SteamCMD and download it. Set it up according to your operating system.
2. You want to run the cmd and use the command login Anonymous.
3. Create an instal dir by using force_install_dir
4. Type app_update 232250 validate
5. Now you have to get into your routers settings. You can look up the default username and password by googling your model.
6. Locate the port forwarding section of your routers settings (all routers have different HTML settings pages, can't help you with this)
7. Open ports 27015-27035.
8. Congratulations, you now have a dedicated server.
