demo/medic/sniper/engie all make plentiful use of melees regardless of crits to supplement their poor cqc abilities, as finishers to burst damage, or response being caught out
demo/sniper and partially engie, having not been powercrept too hard in the melee slot, still use stock as their go-to
soldiers pull frequent melee finishers due to the escape plan speed and whip range allowing for solid ko hits
spy doesn't get crits
that leaves only pyro/heavy/scout, who don't need or use them as they're close range classes with powerful primaries who run utility melees with damage penalties or other reasons to not be hitting people or banking on crits in any capacity

you're still in the exact same situation
you're still using melees with the expectation of a 65 when you hit
the only way there could be a difference is if you're expecting, or believe you deserve, to instakill the other person with a crit
and anyone, who banks on 195s to hand them undeserved kills in a bad situation where they have zero chance of coming out alive unless they roll a crit, is a moron
