I don't think it's anything to worry about
Chances are it's some symbols that either don't translate well into the game or they're literal black boxes as the name.

No, it's nothing to do with purchasing premium, verifying game integrity, or special characters/censoring.
It's a resolution issue with TF2.
Playing at anything above 1080p (You're playing at 2k, as seen from the screenshot) causes these black boxes to appear on any war painted item. Switch between 1080p and 2k and see the boxes vanish.
I too suffer with this issue, and there doesn't seem to be a fix other than not playing at 2k, and waiting for Valve to fix it (never gonna happen).
