people need to be able to look at a player, and at a glance figure out what properties they have
items with passive benefits or stuff with important properties are usually kept always visible on the player for that reason
you need to know when a demo has the boosts the boots provide
if you were to wear items over them, it would be hard or impossible to tell for sure without a closer look, defeating the purpose of having easily readable weapons and classes
it's unfortunate that some weapon designs take up areas that cosmetics also fill, but it's better for the game that players are able to identify items quickly
And it would sort of make it very slightly pay-to-win... I might be wrong here, but I don't think there are F2P shoe cosmetics, and the idea that a P2P could just hide their loadout with a paid cosmetic does not sound good to me.
covering them up might offer some advantages at being a "surprise demoknight," but it would also cause some imbalances in recognition of an opponent's strengths and weaknesses.
A lot of times you can't afford to die just to get a simple piece of information, and even if you can, it's absurd that these would be the only ways to identify the loadout. When you find the enemy, you wanna get a good view of his loadout first so that you can deal with them asap.
The enemy would most likely not tell you his loadout. Specially in competitive.
It's still not a good idea.
