You decided to post it on the public forums AND post a link to the malicious site in question for all to see.
You're not a very bright one.
Its pretty obvious it is a scam site considering how they operate. And by linking his site you're giving them exactly what they wanted originally, advertisement. By giving out the site link you're inadvertently helping them commit more scams.
Reporting the site will allow Valve to propperly investigate it and take legal action. Even if its not a scam (which it is) gambling sites are no longer allowed. Valve made sure of that.
I just wanted to find a way to help other identify a bad site if they come across it
Thats fine and all, but fact is Scam sites exist. A lot of us already know about them.
And as it stands, there is no more legit Gambling sites for TF2/Valve games. Due to the fiasco the few legit ones caused, Valve sued them and shut them down. So any that pop up now are either a scam, or doomed to be shut down when Valve sues them.
So your question to see if there is a way to tell if a Gambling site for Steam is legit or not, the answer is no. None of them are legit. And you will likely be banned if Valve catches you even using one that is legit as for it is against their ToS to even operate a gambling site now.
Valve.
