Question about "Banned" Weapons on Highlander mode (AKA Comp)

So, I was looking at this http://comp.tf/wiki/Medic and why are some of these weapons blocked from using? (Please do note, I have never attempted to play highlander/6v6/Comp). Its just a simple question that why are some of these weapons are banned. Are they OP, Over-used?

vaccinator/quickfix are banned for being too powerful for defending, leading to stalemates
lower number of players makes them extremely strong; they're situationally overpowered in pubs too
