Of course I've seen those motorcycle boomers irl though, they're pretty neat actually.
Still have yet to see one in mic chat, spamming their motorcycle revving.
More often than not in my expirience mic spammers are either “friendlies”, snipers, or come in sets of 2 where both play engi and put their teleporters right next to each other to farm points (seriously, screw you if you have ever done this)
Edit: That is certainly capable of stirring up some strong doses of salt, gotta give them that much.
Unless the voice chat spammer is idling or actually getting in the way of your aim, then it shouldn't be a problem big enough to deserve a kick. If they're actually playing the game and helping their team by removing enemy mercs, then ignore their hollering voice by muting them.
And before you say it, claiming that the voice chat spammer is getting in the way of your aim by using their voice to distract you is not a proper reason. They're not the Dragonborn that fling you around with a Thu'um.
Be the bigger kid and mute them, and teach your team to do the same.

To refute your TL;DR: See above. Just because you teach someone to fish, doesn't mean they're going to fish. It's the same with muting
What if the kid is a decent player, but rages into the mic from time to time because they're a kid?
You wouldn't want to kick a decent player.
Plus, what if the rest of the team wants for him to stay for some reason? Maybe he has friends on the same server that won't kick him. Then what? The answer: The mute button. You don't even have to rely on the rest of the team to make the noise go away.
And believe it or not, people have used that "messing up my aim with your voice" excuse before, somewhere earlier in this very thread already, I think. Maybe it was a bit different, but the gist was the same.
