Get a unbalanced gamemode like ctf. And then add power up gimmicks and mobility tools for classes that shouldn’t have good mobility (heavy for example) and you get a mode like Mann power

also, CTF is not very popular except for 2fort.
uh, there was alternate gamemodes in quickplay too, and they were just as underpopulated because of that
e.g. stuff like...
-instant respawn
-pyro with vampire-up
-spy with biohazard-up
-soldier with strength-up
-probably more op combos
-cant cap if intel is not at base
-AND you need 7
-getting hooked by someone else is the worst thing ever
-many many many brainless tactics that just win against any team as long as they're mostly new players
