Put this on launch options: "-high -threads [number of CPU threads]" (high performance mode for cpu and uses more threads as well).
Try enabling multi-threaded optimisation on video settings.
Try this console command (-2 or 2) between the quotation marks: "mat_queue_mode -2", some people reported that this gave a huge framerate boost.
Alternatively you can use custom FPS configs which will trade graphics for performance.

2080ti are designed to run at 4k native on any game, if you run 1080p on latest title you will get even more fps than running 2007 game

Intel ♥♥♥♥♥ all over AMD for high FPS/refresh rate gaming. I guess if you have a poverty monitor AMD is okay.
3900x is cheaper than 9900k by long shot but almost as good as 9900k in SCP
price to perfirmance ratio > overpaying for fastest possible product thats overpriced into oblivion
