Unpopular Opinion: scam victims should be banned along with scammers.
If you are clueless enough to get scammed you should be banned from trading. You may ask why I would think that.

Victims of scams often tend to be kids or people that don't know much about how to use internet securely. Those people end up with their API key stolen that leads to their trades being visible to scammers who decline legit trades and send fake ones - works wonders when you don't double check your trades in 2fa, then they come to legit site's forums and talk how the site scammed them. This is unacceptable and should have come to an end. Endless stream of scam victims leads to influx of scammers who do nothing but spam you all day to have a chance to get some profit.

Scam victims should receive a trading ban with indefinite duration that could be appealed after one year since granting it provided they complete every requirement here:
  • reactivate their current Steam Authenticator,
  • revoke all devices connected to the account,
  • change password,
  • revoke API key,
  • complete a certification of safe trading (something like SteamRep's beta certification program).

If you somehow get scammed again after that one year period of time you should be permanently trade banned in all Steam games.
We shouldn't suffer from people like that, tell me what do you think in comments below.

Yes, they should if it results in something stupid. However, getting scammed is already punishment enough. Banning them for their own naivety is just overkill.

If I am the smartest person on a game that is a big ass problem on your part. I've never been scammed. I could invent a few scams from all the mistakes scammers make when trying, but I don't feel like it. Just seems entirely like pseudochad department.

Avoiding scams should be common sense, though these days it ain't so common.
