Is there a way i can spawn static bots anywhere

You could try going on community servers for achievement_turbo. Those maps have 10 static bots spawned on one team.

You need maps that support bots, sadly the majority of the maps don't provide support.

If you want to get them out of spawn, try entering nav_generate into the console.

im talking about the ones that dont move you know the ones when you type in bots i wanna get them out so i can do some funny stuff not the actual playing ones. the dummy bots.

use status to get your current position
format is <X> <Y> <Z> <Pitch> <Yaw> <Roll>
